Background 

Water for People India is a non-profit organization which supports people of developing countries to improve their quality of life by promoting of locally sustainable drinking water sources, sanitation facilities and health and hygiene programs. We believe that access to safe water and adequate sanitation are basic human rights and can help put an end to needless suffering and mortality from water related preventable diseases.

Water for People India initiated its operations in West Bengal in 1996 in Nadia and North 24 Parganas districts. Consistent with the global vision and mission, we exist to promote the development of high-quality drinking water and sanitation services, accessible to all, and sustained by strong communities, businesses, and governments. Our organizational values are: accountability, courage, empowerment, partnership and transparency. Water For People India programs have been implemented in 26 districts in the states of West Bengal, Bihar, Maharashtra, Tamil Nadu, Odisha and Assam.

In all, nearly 1.2 million people have been reached through community drinking water and sanitation, WASH in public institutions and market led approaches to sanitation. By 2023, Water For People India programs aim to directly benefit 2.7 million people. We aim to build capacities at the district level which will contribute to organizational commitments, thereby indirectly benefitting 14.8 million people. Water For People India implements programs through locally registered non- government organizations.

Scope of the Position 

The Manager Monitoring, Evaluation & Learning (MEL) will work as MEL Lead for Water for People, India. This Position is based at Delhi.

The position holder will contribute to the country program and will Support organization-wide learning through dissemination of information and dialogue on new and emergent methodologies and technologies, evaluation and measurement results, recommendations and lessons learned.

MEL Manager will collaborate with Knowledge Management team & Global MEL team while contributing to the program development strategies and coordinating with Program Lead, India.

Job Summary

The position is responsible for coordinating monitoring, evaluation and reporting activities in the Water For People India program. The role requires establishing strong program monitoring and information management mechanisms that contribute to high quality initiatives and accountability to the local communities, partners and donors.
The position will be responsible for: coordinating data collection; conducting data consolidation; ensuring data quality; data analysis; time series analysis and data visualization for informed program decisions, planning and business development.
Coordinating with Knowledge Management Specialist in maintaining the repository of data, reports, documents and other intellectual properties of the organization.
The incumbent will contribute to all routine reporting. In addition, the position will be responsible for managing learning events – both internal and external.

Additional Responsibilities –

  • Depending on location, may be required to regularly work a flexible schedule to engage in meetings across a range of time zones.
  • Required to work outside of normal business hour to engage in meetings across a range of time zones as well as while traveling and when hosting visitors.

Summary Of the Overall Job

Programme Development and Management
  • Engage in development and tracking of program/grant specific results framework and contribute to the overall Water For People and One For All Alliance results management framework.
  • Lead program team in development and implementation of a qualitative and quantitative monitoring and evaluation systems, research and evaluation activities, assist with routine Water For People, One For All and program-specific monitoring activities.
  • Support for programme development and integrating programme learnings into new programmes.
  • Collaborate with Program Lead in the development of programmes policies, long term strategic plans and annual operational plans. Engage in the roll out of these policies and plans.
  •  Ensure the quality and relevance of the project’s monitoring and evaluation design, data collection sources and analytics.
  • Support in development of concept notes and proposals by providing monitoring and evaluation related inputs, data and other information.
  • Coordinate with Regional Program Officer in supporting the process of developing guidelines for annual operational plans and budgets (narrative and financial). Support the teams and processes that guide teams towards development of annual plans.
  •  Develop and lead feasibility studies and baselines for programmatic and/or geographical expansion. In close coordination with the teams, share findings and recommendations for new programs development.
  • Lead/support the process of undertaking routine partner reviews and assessments (programmatic and financial), Develop an annual calendar of assessments, and along with team’s guide/engage as a core group member in these assessments.

Reporting and Documentation
  • Liaise with Country Team, donors, and WFP Denver team, as required for proposals, reports, monitoring related activities and tasks (may require occasional evening meetings).
  • Lead/support the process of routine programme reporting (narrative and financial) to donors. Engage with the programme/project teams, partner organizations, WFP country office to ensure development of high quality and accurate reports.
  • Roll out reporting guidelines and trainings for teams and partner organisations for high quality and analytical monitoring and evaluation activities and reports.
  • Manage all process documentation activities – written, visual pertaining to programme approaches and processes, implementation, innovations etc.

Monitoring & Learning
  • Develop and manage an annual calendar of monitoring and learning activities including stakeholder engagement in the process.
  • Support for development / review of M&E framework/ Tools for WFP India, in alignment with global guidelines/ framework.
  • Manage and implement annual/routine monitoring activities.
  • Responsible for data collection, data quality, data consolidation and analysis – on periodic and time series basis.
  • In coordination with Director Program Operations, establish and/or implement processes to share the data and analysis with relevant stakeholders and document areas for adaptation and strengthening programmes.
  • Attend meetings with and collaborate with global and regional M&E team members to ensure coordination and consistency of processes, timelines, data storage, etc.
  • Attend occasional meetings with the Strategic Accountability and Adaptation time and/or Global Program Team to foster strong linkages and communications of monitoring and evaluation linkages to adaptation and accountability.
  • Based on monitoring data, share conclusions and identify areas for programme quality improvements and adaptation.
  • Engage in development of programme log frames and provide inputs from the data collected using monitoring tools, to benchmark outcomes.
  • Develop an MIS system that consolidates and analyses across project-specific indicators and organization-wide indicators that is appropriate to the local context.
  • Manage the annual calendar of events for fostering learning (programmatic) events for donors, WFP teams, partner organisations, external visits of programme teams and partners for learning.
  • Provide inputs as required for developing organisational protocols for logistics, content, visit plans and compliance protocols etc. for various kinds of learning events and its adherence, in coordination with Finance and HR team.
  • Provide require leadership and the support to the India Program team to document and disseminate learnings. Supporting in managing learning events (written, visual) with relevant   stakeholders, especially highlighting feedback received, recommendations for further improvement.
  • Work closely with the Global MEL Hub to ensure timely reporting on annual monitoring and One For Alliance monitoring.

Capacity Building
Undertake capacity building of the programme team as well as the partners on M&E tools and formats, data collection, analysis and interpretation and use of M&E results for better planning and programme implementation, as required.

Representing Water For People at various forums
  • Participate/support representation in conferences, events, meetings to best represent WFP’s work in India.
  • Develop/support preparation of papers, presentations, reports etc. and its representation in events, meetings, conferences.
  • Support program design and development of program/project-specific logic models (theories of change, results frameworks, log frames) for select proposals and grants to ensure alignment with organizational framework.

Education, Skills and Experience 

Education:
  • Master’s degree in statistics, demographics, public policy, international development, Management, or related field.
  • Any additional qualification/ expertise in Water, Sanitation and Hygiene would be preferred.
Experience:
  • Proficient in Microsoft Office suite (Word, Excel, PSS, EPIinfo, KOBO/ODK PowerPoint etc.) Proficient in Data analysis and visualization Knowledge of COMM Care and PowerBi At least five-year experience working in monitoring and evaluation preferred. Strong data collection, analysis, and report writing skills required. Ability to work independently, think analytically and take initiative in solving problems. Ability to communicate technical issues effectively. Experience in conducting assessment. Ability to facilitate and serve as a project liaison for externally managed M&E activities.
